It's the standard One UI launcher. I'm using an app called [Shortcut Maker](https://play.google.com/store/apps/details?id=rk.android.app.shortcutmaker) to create the text icons, [weawow](https://play.google.com/store/apps/details?id=com.weawow) for the weather widget, and [Digital Clock Widget](https://play.google.com/store/apps/details?id=com.primedev.digitalclock.widget.free) for the time.
